Driver License Fee Waiver (PATS 5492)
Senate Bill (SB) 218, enacted in the 82nd Regular Legislative Session, amends Subchapter I, Chapter 521 in the Transportation Code to waive driver license fees for:
• foster youth in the managing conservatorship of the Texas Department of Family and Protective Services (DFPS); and
• young adults at least 18 years of age but younger than age 21, and who reside in a DFPS-paid foster care placement.
This legislation became effective September 1, 2011, and was implemented by the Texas Department of Public Safety (DPS) May 7, 2012.
To comply with SB 218, DPS and DFPS created a letter to waive the driver license fee, a youth submits the letter to a local DPS office along with a completed, signed DPS Form DL-14A Application for Texas Driver License or Identification Card when applying for a Texas driver license.
CPS were informed of this policy with the issuance of PSA 12-086 Driver License Fee Waiver-Youth and Young Adult on 5/9/2012.
