Handbook Revision, June 1, 2022

These revisions of the Child Protective Services Handbook were published on June 1, 2022.

On September 1, 2017, the investigations branch of CPS became a separate division named Child Protective Investigations (CPI). Until CPI develops its own policy handbook, investigation policies and procedures will remain in the CPS handbook.

Personal Driver License and State Identification Card (PATS 13591)

Policy and resource guides are being updated to state that fees related to obtaining a Texas driver license or state identification card are waived for youth in foster care and youth formerly in foster care. This is because House Bill 123 of the 87th Legislature, Regular Session, was signed into law.

Kinship Program (PATS 13664)

This policy revision relates to Senate Bill 1896, 87th Legislature, Regular Session. It adds requirements about the Foster Connections and Permanency Care Assistance programs. Staff must review certain forms with the kinship caregiver, update court reports, and document notifications in IMPACT.

This handbook revision updates Family-Based Safety Services policy on the following:

  • Non-emergency removals.
  • Court-ordered services.
  • Safety planning.
  • Family agreement plans.
  • Parental child safety placements.

These policy revisions are necessary as a result of leadership directives and HB 567, 87th Texas Legislature, Regular Session.
