This revision of the Statewide Intake Policy and Procedures Handbook was published on November 1, 2022. Summaries of new or revised items are provided below.

Reports to SWI in Person (PATS 13824)

This handbook revision clarifies that if a person attempts to make an in-person report of abuse, neglect or exploitation, he or she is directed to use the lobby phone to make the report.

Suicidal Reporters (PATS 13753)

The Suicidal Reporters policy is being updated to include instructions for the intake specialist when a caller provides no locating information (verbally, through caller ID, or other means), but the call needs to be transferred to the 988 Suicide and Crisis Lifeline, or the call ended.

Substantial Impairment and Chronic Substance Abuse (PATS 13838)

This handbook revision clarifies that chronic substance abuse may be assessed as a substantial impairment in certain circumstances.

Alleged Perpetrators for HHSC Provider Investigations (PATS 13807)

This handbook revision does the following:

  • Adds information about who qualifies as an agent, which is a term used in the definition of alleged perpetrator.
  • Adds an example to the list of services a community provider may offer. This addition clarifies that doctors and other medical personnel may be alleged perpetrators.
