The Department of Family and Protective Services (DFPS) Advisory Council was created in 2004 as part of Health and Human Services (HHS) transformation. The DFPS Council met quarterly though September 2016 when, pursuant to Senate Bill 200, it was discontinued and its role transferred to the HHS Executive Council.

Then, in 2018, pursuant to House Bill 5, DFPS was established as an agency separate from HHS, and the Texas Family and Protective Council was established.
