The General Appropriations Act passed by the 89th Texas Legislature, Article II, Rider 39, II-28, required the Department of Family Protective Services (DFPS) to establish a comprehensive Quality Assurance (QA) program to assess the quality and consistency of services delivered through its Statewide Intake (SWI), Adult Protective Services (APS), and Child Protective Services (CPS) programs, including QA processes designed to ensure the consistency and accuracy of investigations dispositions and the quality of services delivered through the Community Based Care (CBC) model. It also required DFPS to publish on its website the results of its QA monitoring quarterly beginning with the quarter ending November 30, 2026.
DFPS has historically conducted various QA activities across agency programs; however, those activities operated independently of each other and utilized multiple strategies for gathering results. As a result of Rider 39, DFPS has created a Quality Assurance Division that is comprised of QA teams from multiple major program areas.
In addition, DFPS has implemented an agencywide QA framework along with supporting tools. Implementation of this framework has been designated as an agency Critical Project. To that end, QA teams within Child Protective Investigations, Child Care Investigations, Learning and Development, Heightened Monitoring, and Case Management and Oversight have begun or completed implementation of the framework.
Key Performance Indicators
As part of the QA framework, Key Performance Indicators (KPIs) have been identified that focus on areas of critical importance. These KPIs will be assessed beginning Quarter 1 of Fiscal Year 2027. The results of those reviews will be linked below as they become available. The first round of results will be published in January of 2027.
