Cody Minze has dedicated 25 years to serving vulnerable adults and strengthening Adult Protective Services (APS) across Texas. He currently serves as the Associate Commissioner for Adult Protective Services, where he provides strategic leadership and oversight for APS statewide operations, policy development, legislative initiatives, workforce strategies, and service delivery. In this role, Minze leads one of the nation's largest APS programs, working to strengthen outcomes for vulnerable Texans through innovation, collaboration, and operational excellence.
Throughout his career with the Texas Department of Family and Protective Services (DFPS), he has played a critical role in advancing practice, improving service delivery, and supporting the agency's mission to protect older adults and adults with disabilities from abuse, neglect, and exploitation.
Previously, Minze served as Deputy Associate Commissioner for Adult Protective Services, where he advised executive leadership on strategic operations, program evaluation, legislative priorities, and statewide initiatives. Prior to that, he served as Director of Field Operations, overseeing statewide field operations, training programs, budget management, and legislative engagement. His earlier leadership roles include District Director, Program Administrator, Risk and Neglect Subject Matter Expert, Supervisor, and Adult Protective Services Specialist.
Before joining DFPS, Minze worked with at-risk youth and first-time offenders, providing short-term counseling and support services. Minze holds a Bachelor of Behavioral Science in Police Science Administration and a Master of Education in Counseling and Human Development from Hardin-Simmons University. He is a Licensed Professional Counselor Supervisor (LPC-S) and has maintained clinical licensure for nearly two decades.
