Definition
Group Purchasing Organization (GPO) is an entity that helps the Department of Family and Protective Services (DFPS) realize savings and efficiencies by combining purchases to negotiate discounts with manufacturers, distributors, and other vendors. The GPO provides a list of vendors that have been selected and prequalified through competitive GPO procurements.
When possible, procurements for goods and services must be accomplished through competitive bidding. The Health Human Services (HHS) Procurement Contracting Services (PCS) purchaser reviews all purchasing methods to determine if they are applicable to a procurement. If it is determined that no other procurement methods apply, the HHS PCS purchaser follows the HHS and DFPS procedures for a GPO purchase.
Best Value
The HHS PCS purchaser purchases goods and services that provide the best value to the State. For a purchase made through competitive bidding, the HHS PCS purchaser specifies the response tabulation form factors other than price.
