Policy

The objective of contract management is to ensure that contractors on DFPS contracts perform satisfactorily and the responsibilities of both DFPS and the contractor are carried out in accordance with the terms of the contract. Within DFPS, effective contract management may include cross divisional coordination, including Program, Legal, Finance, Information Resources, Contract Performance, and Contract Oversight and Support.

Contract management begins with the development and execution of a contract, and continues through the life of the contract, including contract closure.

DFPS must designate a Contract Manager to be the primary contact responsible for ensuring performance requirements are met, goods and services are delivered in a timely manner, and funds are used appropriately. A Contract Manager must be assigned to administrative contracts valued at $25,000 or more, and all client service contracts.

Contract Divisions assigning a Contract Manager to applicable administrative and client service contracts, must ensure that the assigned Contract Manager has access to SCOR. The assignment of a Contract Manager should occur no later than the contract development phase, and is communicated to HHS-PCS with the Form 515 for Non-Open Enrollments; and the CAPPS Data Entry Request form for Open Enrollments.
