Community Based Child Abuse Prevention (CBCAP) Grantees
The Texas Department of Family and Protective Services (DFPS), through the PEI division, serves the role as the lead agency to administer the Community Based Child Abuse Prevention (CBCAP) federal award authorized under Title II of the Child Abuse Prevention and Treatment Act (CAPTA), the primary federal legislation addressing child abuse and neglect prevention. PEI contracts with local community-based service grantees throughout the state of Texas to provide a variety of prevention services. All grantees funded with CBCAP federal funding are required to adhere to CBCAP funding requirements.

Contract Monitoring
Contract monitoring consists of a variety of activities that take place throughout the year. Each month, contract bills are reviewed against the contract and contract budget. When submitted, plan changes and amendments are analyzed. Overall spending patterns are assessed. Database reports, information from technical assistance providers, program issues and needs identified by contractors are also considered for performance and contract compliance. All of these activities are a part of the contract monitoring process. In addition to these ongoing activities, there is also on-site contract monitoring.

PEI Billing Overview
PEI grantees submit billing invoices on a monthly basis. Each month PEI reviews grant invoices against the grant budget to ensure expenses are appropriate and allowable. Monthly billing also helps PEI and grantees to effectively track monthly expenditures and projected costs, which in turn may identify the need for adjustments to budget line items or budget categories.

Cybersecurity Training
All users of the Prevention and Early Intervention Reporting System (PEIRS) are required to complete an IT cybersecurity training on an annual basis. To meet this requirement, PEI offers a training created and hosted by Texas Health and Human Services. This training is approved by the Department of Information Resources.
