8330 ICPC Evaluation and Treatment Services

A regional ICPC liaison may authorize ICPC Evaluation and Treatment Services when:

  •  the placement is likely to disrupt; or

  •  the child's safety will be threatened unless evaluation and treatment services are provided.

8331 Determining Eligibility

Only ICPC children placed in Texas and the families with whom they reside are eligible for ICPC Evaluation and Treatment Services, and then only when no other options exist. 

To be eligible:

  •  Medicaid must not be available to pay for the evaluation and treatment;

  •  community resources must not be available to pay for the evaluation and treatment; and

  •  there is documentation that the client, or someone that has authority to consent for the client, has provided written approval for the evaluation and treatment.

If Texas CPS investigates an allegation of abuse or neglect and opens the case for services, then the case and the family are no longer handled as a case-related special request and are handled in the same manner as any other CPS case and family. See also 4526 Interstate Placement Disruption.

8332 Identifying Available Services

8333 Referring Clients

To refer a client for ICPC Evaluation and Treatment Services, the regional ICPC liaison or contractor does the following:

  •  Documents and justifies the need for service in the ICPC record; and

  •  Sends a memo to the CPS program administrator to request the service. The memo should address the need for the service and how the client meets the eligibility criteria. For complete instructions, see:

  •  Submits Form 2054, Service Authorization. See 8161.1 Active Cases — Authorizing, Extending, or Terminating Direct Services.

8334 Using IMPACT

CPS November 2006

When completing a Form 2054, Service Authorization, in IMPACT for ICPC Evaluation and Treatment Services, the:

  •  stage will always be SUB, and

  •  stage type will be Case Related Special Request

For the remainder of the IMPACT information needed to complete Form 2054, refer to the appropriate type of service under 8240 Evaluation and Treatment Services.

8334.1 When IMPACT is Unavailable

If the IMPACT system is not functioning or the worker is otherwise unable to access it, the worker may authorize ICPC Evaluation and Placement Services by submitting a paper copy of Form 2054, Service Authorization.

8335 Handling Additional Duties

The regional ICPC liaison is also responsible for sending progress notes from counseling sessions, testing reports, and so on, with supervisory reports to ICPC State Office.

8336 Adding, Extending, Reauthorizing, or Terminating Services

To authorize additional units of service, or extend or reauthorize the service, see 8161.1 Active Cases — Authorizing, Extending, or Terminating Direct Services.
