This revision of the Statewide Intake Policy and Procedures Handbook was published on March 1, 2024. Summaries of new or revised items are provided below.

Children as Perpetrators (PATS 14152)

This handbook revision updates policy to note that APS does not investigate a child as an alleged perpetrator if the child is 10–17 years old and in DFPS conservatorship.

Sensitive Reports Involving SWI Employees (PATS 14090)

This handbook revision updates policy to say that a supervisor (instead of a program administrator) may handle certain situations involving an SWI employee. It combines e-reports, mail, and fax reports into the same process.

Past Abuse, Neglect, or Exploitation in Operations Regulated by Child Care Regulation (PATS 14091)

This policy revision updates policy for plain language and clarifies the following:

  • Assessment of past abuse, neglect, or exploitation in an operation or home under Child Care Regulation (CCR).
  • Removed active and inactive status from some sections as it is not pertinent to assessment.
  • Added assessment guidance for the following situations for Child Care Investigations and Child Care Regulation:
    • Involves older victims.
    • Involves a sex offender in the home or operation.

Note: Sections 9710 and 9730 (formerly 9730 and 9770) are renumbered, but there are no changes to policy in those sections.

Jurisdiction over State Supported Living Centers and Intermediate Care Facilities for Individuals with an Intellectual Disability (PATS 14096)

This handbook revision updates jurisdiction for residents in state supported living centers (SSLCs) and intermediate care facilities for individuals with an intellectual disability or related condition (ICFs/IID). This policy revision is necessary to comply with House Bill 4696, 88th Texas Legislature, Regular Session.

Revised topics include the following:

  • The designated line for reports to Provider Investigations.
  • Intake specialists’ handling of suicidal callers in facility settings.
  • Requirements for call-outs by intake specialists and support staff about PI intakes.
